What the check returns

Duties that apply, with reasons

Each result names the clause, the party it binds and why your answers put it in scope. It separates the five duties in the instrument from the two related duties that attach on establishment.

  • 5 duties in the instrument
  • 2 related duties on establishment
  • 42 evidence items in the record
  • No request leaves the page

A scope reading, not a legal opinion. Where an answer is uncertain, the check says "scope incomplete" and names what is missing.

Questions

The short answers

What does the instrument do?

It adds clause 8 to the Schedule in the PGPA Rule. From 1 July 2027 the DDA becomes a listed entity, the National Armaments Director takes the accountable authority role, four classes of person are its officials, and six purposes define what it is for.

When does it commence?

Section 2 commences the whole instrument on 1 July 2027. There is no staged start. Before that date the PGPA Rule does not contain clause 8.

Does the instrument expire the day after it starts?

The amending instrument is repealed on 2 July 2027 under Legislation Act 2003 section 48A, because it only amends another instrument. The clause 8 it inserted continues in the PGPA Rule, which does not sunset.

Who is the accountable authority?

The National Armaments Director. The explanatory statement says the general duties in PGPA Act sections 15 to 19 apply to that office.

What does the kit contain?

The full obligation register (5 instrument duties and 2 related duties), 42 evidence items, 44 common gaps and a nine-milestone dated plan, as PDF, CSV and XLSX. One payment of USD 299.

Is this legal advice?

No. It is a reading of the published instrument, written in our own words and cited so you can check it. It does not certify, audit or replace legal advice.
